If there is water, try small shallow running squarebills or bitsy minnows. I was there a couple months ago and it looked like one would have to do a lot of walking/rock climbing in between pools of water.
If your targeting lmb and guads, Chuck's ideas above are good. Might also try 1 inch powergrub on 1/16 oz jigheads on light spinning tackle. There are some good cats and gaspergoo in the deeper pools and they'll hit nightcrawlers and chicken livers if that's what you're after. There may not be much flow, but there is usually some water in the deeper pools at Pedernales Falls even during droughts like these. Good luck.
