Thread: boat registration?

Anyone know who would get a ticket if a boat registration was expired? The person the boat was last registered under or the driver (assuming the driver was using a boat not in his name)?

Same as a car, if you're driving someone's car and get pulled over you show the owner's proof of insurance but you get the ticket.
Do I make any sense at all anymore?...
