Watermelon red or tenn shad flukes at the edge of the reeds. White and chart spinner baits. Caralina rigs in hydrilla where you can find healthy hydrilla. Shad colored Crank baits on the edge of the hydrilla lines. IF the plant is running, you might want to go look at the discharge, but it is unlikely that they are.

White flukes in the reeds and shad cranks or rattletraps in the grass would be my two choices.

Dont know why the water turns that color ?

Fished from about 5:30-8 - not enough time. Hit two spots and worked the reeds. My god there are a lot of reeds out there. I threw almost everything and nada. Guy in front had 2 one 13" and one 15" on lizards - I blame front of boat advantage. Water was green but I would not say funky. Saw many fish jumping and chasing bait but could not get them to hit moving baits / topwater. Will have to try it again sometime w/ someone who can show me around a little better.
